Kotovsk (Tambov Region) and Chistopolsky District (Republic of Tatarstan) have become the review-contest winners according to results of the audience vote. Contestants presented a strategy that was developed from 20 and until 3 years ago and whose implementation made significant impact on a municipality.         

The final included six contestants. Complementary to the winners, a list included Timashevsky District (Krasnodar Region), Belorechensky District (Krasnodar Region), Tomsk (Tomsk Region), Chistopolsky District (Republic of Tatarstan), and Novoshakhtinsk (Rostov Region).
