According to results of an expert selection of applications 10 municipalities admitted to the final of the review-contest "Strategies that Have Changed Cities". The list of admitted to the final: Belgorod (Belgorod Region), Novoshahtinsk (Rostov Region), Kotovsk (Tambov Region), Tomsk (Tomsk Region), Belorechinsky, Krymsky, Kushchyovsky, Timashevsky and Uspensky Districts (Krasnodar Region), Chistopolsky District (Republic of Tatarstan).

The determination of winner based on public voting results during the review-contest, which will be held on October 23, 2017 as a part of the anniversary program "20 years of Strategic Planning in Russia".
